This can be for various reasons. In a garden a tree can have the crown lifted to allow light to penetrate through underneath to the garden borders or to increase light to rooms of a building / house.

Clearance over Highways is 5.2m, clearance over footpaths is generally 3m. Usual clearance in gardens is dependant on tree and situation but generally 3-4.5m.
